Purpose

The report presents the Draft
Land Allocations and Designations of the emerging Trafford Local
Plan to go out to public consultation. Alongside the draft land
allocations and designations, the draft Policies Map, Integrated
Assessment and Habitat Regulations Assessment will also be
consulted on.
 
The Draft Land Allocations and
Designations of the Trafford Local Plan identifies and proposes
various sites across the borough for housing, employment and other
development until 2042. It also identifies and proposes land to be
protected from development as open and green spaces. All of the land identified and proposed for
development is within the existing urban area and no new Green Belt
release is proposed.

Decision

(1)      
That the Draft Land Allocations and Designations of
the emerging Trafford Local Plan (Regulation 18), Policies Map,
Integrated Assessment, Habitat Regulations Assessment and
supporting documents, be approved to go out to public consultation
lasting not less than six weeks in accordance with the latest
Statement of Community Involvement (SCI).

 
(2)      
That authority be delegated to the Corporate
Director of Place, in consultation with the Executive Member for
Economy and Regeneration, to make any necessary minor amendments
the Draft Land Allocations and Designations of the emerging
Trafford Local Plan and its supporting documents prior to
commencement of the public consultation.
 
(3)      
That it be noted that the final version of the Local
Plan will be presented to the Executive and Council in summer 2026
for approval for formal consultation (Regulation19) and submission
to the Secretary of State.
 
(4)      
That it be noted that the following question
regarding the above was received prior to the by election being
called and the meeting of the Executive cancelled:

That the following response be provided to the
questioner:

 

Relevant information used to inform all proposed
development sites (including those above) in the draft Local Plan
will be published as part of the consultation. These supporting and
evidence base documents will be available for the for full duration
of the public consultation, available online and/or in hard copy
where practicable.

 
(6)      
That the decision be deemed as Urgent and exempt
from call-in, due to pre-election period restrictions caused by a
local by-election to meet statutory deadlines and minimise delays
to the Trafford Local Plan. All relevant supporting information and
evidence used to inform proposals will be published alongside the
draft Land Allocations and Designations of the Emerging Trafford
Local Plan.

Reasons for the decision

Trafford must have an
up-to-date Local Plan and therefore the draft policies of the
emerging Trafford Local Plan (Regulation 18) has been produced to
commence this process.

Alternative options considered

There is no reasonable
alternative available. It is a statutory requirement for all Local
Planning Authorities to have an up-to-date Local Plan.
 
The Core Strategy was adopted
in 2012 and although the Places for Everyone plan provides a
significant level of up-to-date planning policy for the borough, it
does not address man of the local aspects which need
addressing.
 
Large areas of Trafford are
thus vulnerable to speculative and/or otherwise inappropriate
development proposals with limited scope for the Local Planning
Authority to resist or guide them to more suitable
locations.
