Purpose
Requests have been received from residents of Albion Grove,
Grange Road, Roebuck Lane and Ventnor Avenue, Sale, who are all
current blue badge holders, for consideration to be given to the
provision of a disabled persons’ permit parking bay close to
each of their properties.
Albion Grove, Grange Road, Roebuck Lane and Ventnor Avenue are
located within existing residents’ permit parking schemes
and, as such, will need will require an amendment to the Traffic
Order, if disabled residents’ permit parking spaces are to be
introduced at each location.
The
disabled residents’ permit parking spaces in the Albion Grove
and Roebuck Lane areas of Sale are designated ‘Cv’
permit holder parking only and are operative on a 24-hour
basis.
The
disabled residents’ permit parking spaces in the Grange Road
area of Sale are designated ‘Cx’ permit holder parking
only and are operative on a 24-hour basis.
The
disabled residents’ permit parking spaces in the Ventnor
Avenue area of Sale are designated ‘Caj’ permit holder
parking only and are operative on a 24-hour basis.
There is also an existing advisory disabled bay located on
Albion Grove within a length of limited waiting restriction, with
an exemption for residents’ permit holders, that should have
been converted into a mandatory bay when the residents’
permit parking scheme was introduced. It is, therefore, proposed to
convert this advisory disabled bay into an enforceable
bay.
Trafford’s Blue Badge Team has confirmed that these
applicants all hold valid blue badges.
There are existing anomalies with the descriptions of some
restrictions on the southwest side of Roebuck Lane, within the
Consolidation Order, as one of the entrances to Roebuck Gardens has
now been removed. Therefore, it is proposed to change the
descriptions to reflect the status of the southwest side of Roebuck
Lane. There would not be any changes to the existing restrictions
on the ground, other than the proposed disabled persons’
permit parking bay.
Decision
1)
That the introduction of disabled residents’
permit parking bays on Albion Grove, Grange Road, Roebuck Lane and
Ventnor Avenue, Sale be approved.
2)
That the revision to the descriptions of some of the
existing restrictions on Roebuck Lane, Sale be approved.
3)
That authorisation be given to advertise the
intention of making the Traffic Regulation Order referred to in the
schedules to this report and, if no objections are maintained, that
the Order be made, in whole or in part, and the proposals
implemented.
4)
That a consultation be carried out with nearby
residents at each location.
Reasons for the decision
It
is considered that the disabled residents of Albion Grove, Grange
Road, Roebuck Lane and Ventnor Avenue, Sale would benefit from the
introduction of a disabled residents’ permit parking space at
each location, that would allow them to park their vehicles close
to their houses, at any time.
