Purpose
Following requests the Council is reviewing the on-street
waiting and loading restrictions on Barton Road/Park Road and a
small section of Urmston Lane, Stretford.
Historically there have been ‘tidal ‘peak time No
waiting and No loading Mon – Fri 7.30am – 9.30am on the
northbound side and No waiting and No loading Mon – Fri 4pm
– 6.30pm on the southbound side of Park Road between Barton
Road and Derbyshire Lane. This section of Park Road is wide, and it
is felt that peak time on-street parking would no longer hinder the
free-flow passage of traffic. It is therefore proposed to remove
these peak time waiting restrictions.
The
introduction of junction protection in the form of ‘No
Waiting At Any Time’ on the junctions of Barton Road/Park
Road, Barton Road/School Road, Barton Road/Hampson Road, Barton
Road/School Road, Barton Road/Jackson Street and Barton
Road/Stothard Road is proposed in order to ensure safe access at
these junctions.
The
proposal also seeks to amend the ‘No Waiting At Any
Time’ restriction on the South end of Barton Road to
‘No Waiting and No Loading At Any Time’ with
Loading/Unloading allowed only in the marked bays to prevent
traffic congestion, ensure pedestrian safety and maintain clear
sightlines.
Decision
1.
That authorisation be given to advertise the
intention to introduce the Traffic Regulation Order as detailed in
Schedules to this report and that, if no objections are maintained,
the Order be made and implemented in whole or in part, as soon as
is practicable.
2.
That any objections maintained be reported back for
consideration.
Reasons for the decision
It
is recommended that, in the interest of improving access on Park
Road and improving junction visibility and safety on Barton
Road/Park Road, approval is given to advertise the intention to
introduce the Traffic Regulation Order as detailed in the
Schedules. The proposals are shown on drawing number E9470-01A
appended to this report.
