Decision

(1)      
That the updated development strategy and programme
for Stretford Plot 2A and 2B, be approved and that the Joint
Venture (JV) will seek to secure the funding for affordable housing
through the Homes England Social and Affordable Housing Programme
and submit a viability assessment to the Local Planning
Authority.

 
(2)      
That the JV may consider separate submissions for
Open Market, and Affordable Housing elements of each scheme if this
maximises the opportunity to leverage external (private and public)
funding.
 
(3)      
That the JV may consider equity investment by Public
Sector partners, specifically Greater Manchester Combined Authority
(GMCA) through the Patient Equity Programme and that this may be as
an alternative to grant funding or to the JV providing direct
equity funding.
 
(4)      
That the JV will consider a bespoke funding and
development package that responds to negotiations with GMCA around
Patient Equity and other potential funding sources.
