Various Roads - Proposed Restriction of Waiting and No Waiting at Any Time Restrictions: Consideration of Objections

Purpose

One Trafford Partnership has
received a number of complaints in recent years with regards to
missed bin collections due to localised parking issues across
Trafford. This has led to particular attention being paid to
addressing such issues by the production of a priority list of
sites or ‘hot spots’ where continual complaints are
received with regards to this issue.
 
As a result, in collaboration
with the OneTrafford Waste Management Team, seven sites have been
identified for prioritisation of parking restrictions.
The proposal seeks to introduce
both ‘Restriction of Waiting’ and ‘No Waiting at
Any Time’ measures in the form of yellow lines to deter the
reported parking issues and to improve accessibility for refuse
collection vehicles along with more generalised access for
pedestrians and motorists alike.
 
The formal advertisement of the
proposals was undertaken on 10 May 2023 for three weeks where 18
objections and 4 representations containing other comments and/or
support were received. Letters were delivered to some 153
householders across the 7 sites.
 
Having considered the
representations received, approval is sought to introduce the
scheme with minor amendments.

Decision

1)    
That the results of the consultation and objections received be
noted.

 

2)    
That following careful consideration of the objections and comments
received, authorisation be given to make and introduce the Traffic
Regulation Order with minor modifications, as detailed in the
Schedules within the report, and as shown on drawing numbers
E9263-01 Rev 1, E9263-02, E9263-03 Rev 1, E9263-04, E9263-05 Rev 1,
E9263-06 Rev A and E9263-07 as soon as is practicable.

 

3)      That the objectors be
informed of the decision made.

Reasons for the decision

To introduce waiting
restrictions, in the interests of highway safety and to discourage
obstruction of the highway.

Alternative options considered

Not progressing the proposals
would be detrimental to road safety and access. Due consideration
has been given to reducing the lengths of restrictions and/or
reducing the timings of the restrictions. An explanation of the
outcome of these considerations is given in the report.
