Purpose

The Greater Manchester Combined
Authority (GMCA) is a Waste Disposal Authority (WDA) and has a
statutory duty to dispose of waste. The District Authorities within
Great Manchester are Waste Collection Authorities (WCA) and have a
statutory duty to collect waste and deliver it to the
WDA.
 
The Joint Waste Disposal
Authorities (Levies) England Regulations 2006 established WDA
powers to issue levies on WCAs to meet all liabilities falling to
be discharged buy the WDAs.
 
The Greater Manchester WCAs
agreed to support the GMCA as WDA in the discharge of its
liabilities and on the 6 February 2017 the WCA’s and WDA
entered into a Levy Allocation Methodology Agreement
(“LAMA”).
 
The LAMA was reviewed in 2019
to accommodate changes as a result of the contract between the GMCA
and Suez to handle and dispose of all of the waste produced by the
9 Authorities in Greater Manchester (excluding Wigan) and the
operation of the associated Household Waste Recycling Centres
(HWRCs).

Decision

1)        
That the changes to the Levy Allocation Methodology
Agreement (LAMA) from the current agreement, be noted.

 
2)        
That the revised LAMA which will be in place from
2023/24, be approved subject to it being agreed by the Greater
Manchester Combined Authority and the other signatories.
 
3)        
That authority be delegated to the Director of Legal
and Governance, in consultation with the Corporate Director of
Place and Director of Finance and Systems to make minor changes to
the agreement.
 
4)        
That authority be delegated to the Director of Legal
and Governance to finalise and enter into any agreements required
to implement this decision.
