Trafford Wharf Road, Wharf End, Elevator Road Stretford, Old Trafford - Experimental on Street Cashless Parking Traffic Regulation Order with associated Waiting and Loading restrictions

Purpose

To
allow the construction of Wharfside
Metrolink Stop and No1 Old Trafford (residential apartments) a
Prohibition of Driving Traffic Regulation Order was implemented on
a section of Trafford Wharf Road and Wharf End to facilitate the
construction. Trafford Wharf Road from its junction with Victoria
Place for approximately 90m in a northerly direction, is now a no
through road leading to Wharf End, which is also a no through road
making the area sterile from vehicular traffic.
 
On
completion of Wharfside Metrolink Stop
a Traffic Regulation Order (TRO) was implemented to facilitate the
new road layout but a small section was omitted from Trafford Wharf
Road. Obstructive parking is occurring on the footpath of Trafford
Wharf Road where the restrictions were not implemented, therefore
it is recommended to implement the proposals shown within this
report in the interest of pedestrian safety and to prevent the
obstructive and dangerous parking which is currently
occurring.
 
Following internal officer discussions, in the last twelve
months following completion of the apartment development, it has
been agreed that the area wasn’t working exactly how it had
originally been envisaged. Parking demand by residents and visitors
to the area is high and it is considered that the area would
benefit from some changes. This has been looked at recently in
conjunction with the developer of No 1 Old Trafford and it has been
identified to assist access and loading to and from this area a
package of waiting restrictions has been developed. The proposals
include some on Street Cashless Parking, Loading Only Bay, and
restrictions to maintain access to the street trading pitch in the
area. The detail of the proposed restrictions are detailed on the drawings within this
report.
 
This
area is also the location for a Taxi EV charging hub which is being
introduced by TfGM and the Council with its partners Be.EV, a separate report will be submitted in
relation to the Taxi EV. Be.EV are
proposing to include 8 electric vehicle charging bays with 4 rapid
chargers. The location on both charging facilities are detailed on the drawings included within this
report. 1.5. In addition to the above and following reports of bad
driver behaviour, it has been identified that access to Elevator
Road, Trafford Park, is severely prevented at times due to
inconsiderate parking. Damage to vehicles parked on Elevator Road
is a common occurrence and prevents multiple businesses from
operating properly causing heavy congestion and reduced traffic
flow. After reviewing the current parking restrictions, it has been
agreed that extending the current restrictions will prevent
unnecessary damage to vehicles and improve road safety, which in
turn will allow businesses to carry out daily operations and
maintain traffic flow. The proposals are shown on drawing numbered
E9243- 03.

Decision

1. That
authorisation be given to make the Experimental On-Street Cashless Parking with associated Waiting and Loading
Restrictions Traffic Order as detailed in the Schedules
appended to the report and shown on drawings E9243-01, E9243-02
& E9243-03.
2. That a
notice of making the Order be published and that the provisions of
the Order be implemented.
3. That
if no objections are maintained during the 6-month objection
period, the Order be made permanent.
4. That
any objections to the Experimental Traffic Regulation Order
received during the 6-month period of objection be reported back
for consideration.
