Purpose

To determine a request of the
Greater Manchester Combined Authority (GMCA) following the receipt
of a report detailing the recommendations of the Greater Manchester
Independent Remuneration Panel in relation to payments to members
of the GMCA Overview and Scrutiny Committee.

Decision

 

1.   
That the report, in particular
that the Greater Manchester Combined Authority (GMCA) does
not currently have the legislative power to pay allowances directly
to the GMCA Overview and Scrutiny Committee members, pending the
passage of the Levelling Up Bill through parliament, be
noted.
 

2.   
That the request to facilitate payments of
allowances to members of the GMCA Overview and Scrutiny Committee,
in accordance with the GMCA’s decision to make such payments,
by paying the Trafford Council’s appointees of the GMCA
Overview and Scrutiny Committee the agreed GMCA allowances, be
approved until such time when the GMCA gains the requisite
legislative power to pay allowances directly to the GMCA Overview
and Scrutiny Committee members itself.
 

3.   
That the payment of such allowances be backdated to
24 June 2022 when the new scrutiny arrangements were put in
place.
 

4.   
That it be noted that any allowances paid to GMCA
Overview and Scrutiny Committee members on behalf of the GMCA shall
be reimbursed by the GMCA.
