Purpose
One
Trafford Partnership is currently implementing a Section 278
agreement with the developer of a new residential development,
Millbank Lock, following approval of their associated planning
permissions. A new mini roundabout has been introduced on Lock Lane
to facilitate the new development. The new junction is in close proximity to the local school, Our Lady of
Lourdes RC Primary School.
The
proposed measures are designed to keep the junction and school
entrance clear of parked vehicles and encourage parents and
children to attend school on foot, along with improving the overall
traffic management around the school entrance following the
construction of the roundabout. In addition to the on-street
parking restrictions, 2 no. new bus stops have been installed near
the Primary School, which will provide better access to the school
in terms of travel options and the intention is to install Bus
Clearway signing at these stops.
It
is proposed to revise the existing restrictions in line with new
junction, including introducing ‘No Waiting at Any
Time’ restrictions, which will improve safety and access. It
is also intended to reinforce the existing ‘traffic
calming’ speed cushions with a new raised table at the Long
Lane/Avon Road junction.
Decision
1.
That Authorisation be given to advertise the
intention to introduce the Traffic Regulation Order as detailed in
Schedule 1 of the report and that, if no objections are maintained,
the Order be made and implemented in whole or in part, as soon as
is practicable.
2.
That any objections maintained be reported back for
consideration.
3.
That Authorisation be given to advertise the
intention to introduce the traffic calming measures as detailed in
Schedule 2 to the report and that, if not objections are
maintained, installed as soon as is practicable.
