MCF Urmston Active Neighbourhood, Flixton - Pedestrian Crossing, Modal Filters and 20 MPH Speed Limit Extension

Purpose

The Mayors Challenge Fund (MCF) Urmston Active
Neighbourhood project has recently undergone the latest
consultation which has steered the scheme to focus on proposals
within the Flixton Ward, as part of the first phase. Following
comments received at consultation, the scheme has now included a
traffic signalised junction at Irlam Road / Flixton Road, together
with a controlled pedestrian crossing on Flixton Road near Church
Road.

 

The experimental scheme comprises the
following:

·        
2 x modal
filters;

·        
20mph speed
limit extension on Irlam Road / Woodsend Crescent Road;

·        
A signalised
junction with pedestrian / cycle facilities at Irlam Road / Flixton
Road junction;

·        
2 x
pedestrian crossings.
 

Decision

1)   
That authorisation be given to publish a Notice, as
per section 23 of the Road Traffic Regulation Act 1984, for the
introduction of two temporary pedestrian crossings and one
signalised junction with pedestrian and cycle facilities, as shown
on drawing CO00201571-AMEY-HGN-UAN_RC_OV-DR-0001 V2.
 
2)   
That authorisation be given to
make the Experimental 20mph speed limit Traffic Regulation Order,
extending the existing 20mph speed limit as shown in drawing
CO00201571-AMEY-HGN-UAN_RC_OV-DR-0001 V2 and as detailed in the
schedule to the report.

 
3)   
That authorisation be given to make the Experimental
Prohibition of Driving Traffic Regulation Order, as shown in
drawing CO00201571-AMEY-HGN-UAN_RC_OV-DR-0001 V2 and as detailed in
the schedules to the report.

 
4)   
That any objections received
during the relevant periods of objection be reported back to
Members for consideration. 

 
5)   
That authority be delegated to
the Corporate Director of Place to make and advertise any
amendments or variations to the Experimental Traffic Order as they
see fit in accordance with the provisions of the Road Traffic
Regulation Act 1984. 

 
6)   
That any proposals to make the
provisions of the Experimental Traffic Order (including any
amendments) permanent be reported to Members for
approval.

Alternative options considered

To do nothing would not target
the safety and accessibility concerns.
