Purpose
In February 2024
the Executive approved a draft Trafford Wharfside Framework and Masterplan for consultation
purposes. The Framework and masterplan set out the Council’s
ambitions to regenerate this strategic location on the southern
bank of the Manchester Ship Canal.
The Council is
seeking approval to enter into a
strategic collaboration partnership with the Greater Manchester
Combined Authority and Manchester United Football Club to consider
the options and viability for the regeneration of Trafford
Wharfside, in the context of meeting
the Council aspirations for the neighbourhood, the Combined
Authority’s growth plans and the MUFC’s stadium
ambitions.
Decision
1)
That the proposal for Trafford Council to enter into a strategic
Collaboration Agreement with Greater Manchester Combined Authority
and Manchester United Football Club as detailed in the report, be
approved.
2)
That the proposal to co-commission and co-fund the appointment of a
Lead Advisor and Client Director to work with the partnership, be
approved.
3)
That the Executive Member delegated approval to the Corporate
Director of Place, in consultation with the Director of Legal and
Governance to agree terms of, and enter
into, the Collaboration Agreement as detailed in the
report.
4)
That the Executive Member delegated approval to the Director of
Legal and Governance to enter into any ancillary agreements
in order to give effect to the intention
of the partnership arrangement.
Reasons for the decision
To support the delivery of
regeneration in Trafford Wharfside
area.
Alternative options considered
The
Council could choose not to enter into the proposed Collaboration
Agreement or co-commission the lead advisor and client director.
This would though weaken the Council’s ability to maximise
investment into the Borough and the regeneration benefits that
would be delivered.
