Purpose

Trafford Council intends to improve and upgrade the public realm
on Kingsway, Stretford, outside Stretford Mall as part of the
Stretford Regeneration, following approval of improvements being
made to Stretford Mall.
 
The
proposals include the creation of cycle lanes, new bus stops,
increased public realm with tree and shrub planting, seating and
play. 
 
The
improvements propose to improve pedestrian routes by removing
pedestrian guard railing, widening footways, additional planting
and seating and rationalise crossing points.  Traffic speeds and vehicle numbers would be
reduced by reducing the widths, thereby further enhancing the
pedestrian experience. 
 
Segregated cycle lanes along Kingsway will link the A56 to
Barton Road, addressing the existing limited and disconnected cycle
infrastructure through Stretford Town Centre.  A new mini roundabout has been introduced at as
part of the Stretford Mall frontage to facilitate access to
parking.
 
It
is proposed to introduce ‘Restricted Parking Zone’
restrictions to replace the existing ‘No Waiting At Any
Time’ markings, improving the public realm of Stretford Town
Centre. It is also intended to improve the pedestrian and cycling
experience by reducing speeds by introducing a 20 mph speed limit throughout Kingsway, and for it
be reinforced with traffic calming measures in the form of raised
pedestrian crossings and a new mini roundabout. The extent of the
proposals is shown in drawings E9388-01, E9388-02, E9388-03 and
E9388-04.

Decision

1)   
That authorisation is given to advertise the
intention to introduce the Traffic Regulation Order as detailed in
Schedule 1 to the report and that, if no objections are maintained,
the Order be made and implemented in whole or in part, as soon as
practicable.
 
2)   
That authorisation is given to advertise the
intention to introduce the 20 MPH speed limit order as detailed in
Schedule 2 to the report and that, if no objections are maintained,
the Order be made and implemented in whole or in part, as soon as
practicable.

 
3)   
That authorisation is given to advertise the traffic
calming measures on Kingsway and the access to the mall as detailed
in Schedule 3.

 
4)   
That authorisation is given to advertise the
intention to revoke the order as detailed in Schedule 4 to the
report and that, if no objections are maintained, the Order be
made, as soon as practicable.

 
5)   
That any objections maintained be reported back for
consideration.
