Purpose

To create a budget for up to £440,000 of
S106 contributions to cover additional costs of the projects, and
to replenish project(s) contingency budgets.
 

Decision

RECOMMENDATIONS:
To
Council on 22 October 2025:
 
(a) To
approve a supplementary budget of £440,000 from additional
S106
contributions and the utilisation of £866,375 in
underspent CIL contributions from the White Horse Leisure and
Tennis Centre (WHLTC) for works at Wantage Leisure Centre (WLC)
Phase 3b Decarbonisation Project, in accordance with 75(c) of the
Council’s Financial Procedure Rules.
 
(b) To
delegate authority to the Head of Development and Corporate
Landlord, in consultation with the Head of Finance, to allocate
additional S106 contributions and CIL funds for WLC, as necessary
and subject to financial procedures rules to enable practical
completion of the project.
 
(c)
That £231,060 of the current 2025/26 UK Shared Prosperity
Fund (UKSPF) allocation is used to support the project at
WHLTC.
