Purpose

This paper provides details, and seeks
approval to award a direct contract to St. Christopher’s
Fellowship (SCF) for the delivery of the Wandsworth Looked After
Children, "Children’s Home" (Luminous House) management and
support services with effect from 1st November 2023.

Decision

To approve a direct award of a
contract for the delivery of the Wandsworth Children’s Home
(Luminous House) management and support services for a period of 3
years, with an option to extend for a further up to 2 years from
1st November.
 
To include in the
contract/extension terms; six (6) monthly periodic reviews of the
implementation of the new model to assess if cost reductions are
feasible.
 
To authorise the Director of
Children’s Services to sign the contract on behalf of the
council.
