Purpose

SUMMARY
 

The purpose of this
report is:
 

To inform the Parking Lead Officer of the need
to implement the proposal, which forms the subject of the
above-named Traffic Regulation Orders (TROs).
 

To seek authorisation to publish “Notice
of Proposals” and:
 
a)   
…. where no objections are received or where objections are
subsequently withdrawn “Make” the TROs and implement
the proposal and:
 
b)   
….where objections are received
and not subsequently withdrawn, report the details of the
objections together with Officer’s recommendations so that
further instructions can be obtained.
 

To seek authorisation to consult residents in
the properties within the immediate vicinity of the proposal by
means of a letter and plan drawing their attention to the published
“Notice of Proposals” and explaining how they can
obtain more details of the proposals and make representations
should they wish. In addition to consult with statutory consultees,
erect on street notices and advertise a Notice of Proposal in the
Watford Observer.

 
 
 

Decision

Decision Summary
 
To give public notice, subject to approval
by the Police and the Highway Authority, of a traffic regulation
order which will amend The Borough of Watford (Watford) (Controlled
Parking Zones) (Consolidation) Order 2023 so as to have the
following effect:-
 

                
i.                        
An omission in Table Two of The Borough of
Watford (Watford) Controlled Parking Zones) (Consolidation) Order
2023 is corrected;

              
ii.                        
The Borough of Watford (Watford) (Controlled
Parking Zones)
(Consolidation) Order 2018 (Amendment) (No. 19) Order 2022 is
revoked and its provisions are
consolidated into the 2023 Consolidation Order;

             
iii.                        
The provisions of The Borough of Watford
(Callowland Watford) (Controlled
Parking Zone NA) Order 2020 (Leavesden Road) (Amendment No. 2)
Order 2023 are consolidated into the 2023 Consolidation
Order;

             
iv.                        
Occupiers of New Residential Developments at the
sites mentioned below will be ineligible to receive
residents’ or business parking permits:-
Zone B – Nos. 15 / 15A St Johns
Road (Land adjacent to No. 132 Estcourt Road), two new 1 bedroom flats;
Zone D – No. 99 St Albans Road,
redevelopment to provide 14 residential units on first to fourth
floor; No. 113 St Albans Road, change of use of rear ground floor
to 2 bedroom flat.
Zones M/N -  No. 17
Harwoods Road, change of use from retail to self contained flat; No. 118 Mildred Avenue, new
first floor dwelling unit; Nos. 269/271 Whippendell Road, change of use from retail to 5
dwellings;
Zone NA – No. 113
Cecil Street, change of use to form 3 dwellings.

               
v.                        
The following address will be included in the Schedule E3 to the
CPZ Consolidation TRO such that residents of future development on
the site listed will only receive residents’ parking permits
in accordance with special conditions:-
 
Zone W – No. 47
Aldenham Road, conversion of two
maisonettes to three 1 bedroom and one 2
bedroom units.
 
If no objections are received, to make the
Order as advertised.
 
Background
 
a)    
Re Decision i. a typographical error in the 2023 Consolidation
Order will be corrected;
b)    
Re Decision ii. the 2022 Amendment
(No.19) Order was not included in the 2023 Consolidation
Order and this will be corrected by the
new Amendment Order;
c)    
Re Decision iii. the Callowland Zone NA Amendment No. 2 Order 2023 was
not sealed until after the CPZ Consolidation Order 2023 was
implemented and should therefore have made
reference to that Order. The new Amendment Order will
correct that situation.
d)    
Re Decisions iv. and v. the
Council has established a policy whereby specific new residential
developments situated within the controlled parking zones are
subject to a special condition under a s106 or similar planning
agreement whereby the residents are either ineligible to receive
residents parking permits or are subject to restrictions on their
issue and use.
-
This policy is supported by the Highway Authority and the
Police.
- In
order to apply this policy it is
necessary for the Council to introduce a traffic regulation order
identifying the individual sites and indicating in each case the
nature of the variations from the basic CPZ traffic regulation
orders. The costs are normally met by the developers under the
terms of the agreements.

e)    
 Planning approvals have
been currently issued for the sites listed under Decision iii. and
agreements have been completed that include a condition that
occupiers are ineligible for parking permits and that the necessary
traffic regulation order is supported.

f)      
At the premises listed under Decision iv. the issue
of Residents’ Permits will be limited to one each per
household and Residents’ Visitor Permits will be issued pro
rata.
 
Finance
The
costs for drafting, advertising and
making the additional traffic regulation are estimated at
£1,000. Part of the traffic regulation costs will be met from
contributions to the procedural costs received from the developers
of the listed sites.
