Decision

Resolved –
 

1.         that the
change to the leisure operator contract to one of an agency
arrangement with SLM is approved, the Director of Environment,
Communities and Sustainability to agree to a Deed of Variation to
amend the 2018 Leisure Contract in consultation with the Portfolio
Holder for Neighbourhood Services under existing delegations.
 

 

2.         that a
voluntary ex ante transparency notice (VEAT notice) informing the
market of the change is published.

 

3.         that the
finalisation of financial arrangements that will be contained
within the deed of variation is delegated to the Chief Operating
Officer in consultation with the Section 151 Officer and the
Portfolio Holder for Neighbourhood Services.

 

4.         that due to
the change in the Leisure Contract, it is noted the council will
enter a direct lease and concession award with Padelstars at
Woodside for the operation of Padel tennis.  

 

5.         that Cabinet
notes the Deed of Variation agreed in 2022 will be amended to
clarify the interpretation of the indexation clause of the revised
fee agreed for 2022/23 as set out in 4.22 and 4.23 under existing
delegations.
