Having considered the comments
of the Landlord Services Advisory Board (Executive Working Group),
the Executive Co-Portfolio Holder for Housing (Operations) and
Services, Councillor Paul Rivers,
RESOLVED to,
Recommendation
1.
Commence the procurement of a stock condition survey of the
Council’s Homes and communal areas. The initial award will be
for 3 years. Dependant on performance, strategy and budget –
there will be an option to extend the contract by a further 3 years
(broken into 1 yearly terms.) The anticipated value of the contract
over 6 years is £600K.
2.
The Competitive Flexible Procedure in accordance
with the Procurement Act 2023 as the route to market.
3.
The involvement and engagement of the tenant panel
as part of the procurement process.
Reason(s) for Recommendation:
1.
The Waverley Borough Council have a moral and legal
duty of care to keep our properties safe and compliant for our
tenants to live in.
2.
It is a requirement of the new Consumer Standards
for housing to have up to date stock condition data, and be aware
of the condition of all homes and how that relates to the
occupants.
3.
Stock condition data informs our investment
programme, allowing us to have a fully costed 30 year HRA, which is
also a statutory requirement
4.
Data gathered from a stock condition survey will
inform future strategies for the allocation of investment, active
asset management of our housing stock and identify where our homes
do not meet health and safety standards in accordance with Decent
Homes Standard.
