Having considered the comments
of the Landlord Services Advisory Board (Executive Working Group),
the Executive Co-Portfolio Holder for Housing (Operations) and
Services, Councillor Paul Rivers,
RESOLVED to,
Recommendation
1.
Commence the procurement for leasehold buildings
Insurance Cover with the assistance of GBC Procurement and a
third party broker.
2.
The recommended route to
market of an Open Procedure in accordance with the Public Contracts
Regulations (2015) if the Council’s Invitation to Tender
(ITT) is advertised on the INTEND Procurement Portal (the Portal)
prior to October 2024 or the Single Stage Procedure under the
provisions of the Procurement Act 2023 if the ITT is advertised on
the Portal after that date.
3.
The involvement and engagement of the Tenant Panel
as part of the procurement process.
Reason(s) for Recommendation:
1.
The Council is responsible for providing building
insurance for the 480 right to buy leaseholders who are recharged
for the service.
2.
The provision of the right to buy leasehold building
insurance is not included in the collaboration insurance agreement
with the LB Sutton and the Council must arrange this
separately.
3.
The current policy with Protector Insurance needs to
be renewed from April 2025. Officers have been advised by Marsh,
the insurance broker that competition within the leasehold property
market is more favourable than during the financial year 2024/25,
where cover was provided under a direct award.
4.
Marsh have recommended a competitive tendering
process for the procurement of this cover to deliver value for
money to the Council and Leaseholders.
