To ensure clarity of responsibilities,
effective scrutiny and accountability by Committees
Content
That Executive RESOLVED to:
I.
NOTE that the Joint Constitution Review Group had considered
and was supportive of the recommendations made by Officers in the
report, and subject to any comments from the Executive,
RECOMMENDS the changes to the Standards and General Purposes
Committee, with a recommendation that they recommend changes to the
Constitution to full Council;
II.
APPROVED the establishment of an Executive Shareholder &
Trustee Committee with effect from the Annual Council Meeting in
May 2025 and APPROVE the proposed terms of reference as set
out in Appendix A to the report;
III.
NOTE the proposed revised governance arrangements relating
to the responsibility for functions in respect of Waverley Borough
Council’s role as Trustee or Shareholder as set out in
Appendix A to the report;
IV.
NOTE the proposed amendments to the terms of reference of
the Overview & Scrutiny Resources Committee to ensure their
functions include the scrutiny of the Executive’s function as
shareholder and trustee as set out in Appendix A to the report;
V.
NOTE the proposed amendments to the terms of reference of
the Audit and Risk Committee to ensure the function includes the
audit function in respect of any Council interests in Companies,
Charities and Trusts as set out in Appendix A to the report;
VI.
Make any comments, by way of consultation, to the Standards and
General Purposes Committee.
