Purpose

To comply with the Executive Decision taken at
the meeting on 7 May 2024 to use the £1.545 million grant
funding from the Public Sector Decarbonisation Scheme and
contribution of £330K from the Empty Homes Grant to install
air source heat pumps at Farnham Leisure Centre.

Content

To enter into the contract authorised at the Executive Meeting on 7/05/2024
regarding decarbonisation of Farnham
Leisure Centre which recommended to:
 
I.      Approve
the use of the £1.545 million grant funding from the Public
Sector Decarbonisation Scheme and contribution of £330K from
the Empty Homes Grant to install air source heat pumps at Farnham
Leisure Centre, and;
 
II.     Delegate
authority to the Strategic Director - Place to appoint a contractor
and enter into the necessary design and build contractual
agreement(s) in accordance with the requirements of the
Council’s Contract Procurement Rules.
 
Year 1 - PCSA Direct Award to Leisure Energy 16/08/2024
with for design costs and scope, and purchase of the air source
heat pumps –£545,750. 
 
Year 2 - We now intend to enter into a JCT D&B with
Leisure Energy for project delivery - £1,304,819.18 including
Net Zero Pod installation works, connection to the DNO grid network
and commissioning in line with the Salix Grant Offer. 
 
Total cost - £1,845,569.18 + Planning
costs
