Purpose

The council requires a
development partner to complete the design and delivery of the
regeneration at Fairground site, Haslemere.
This framework has been established as a suitable route to market
for the services. To use the framework WBC must enter into an
access agreement with HCC.
 

Content

To enter into an access
agreement with Hampshire County Council (HCC) to enable WBC to use
their Intermediate Construction Framework (ICF) to complete the
procurement of a Development Partner for all works to Design and
Build a mixed-use development at the Fairground site in
Haslemere.
 

Reasons for the decision

The council requires a
development partner to complete the design and deliver the
regeneration development project at Fairground site in
Haslemere.
This framework has been established as a suitable route to market
for the services. To use the framework WBC must enter into an
access agreement with HCC.
 

Alternative options considered

Other options were
considered.
1. Open tender instead of Framework:
- This would require substantial additional Council resource to
manage the Framework process to assess the suitability of
bidders.
2. Do not carry out procurement of services to deliver the
projects:
- The Council does not have in-house expertise or resource to
deliver the services required.
3. Use a suitable Framework:
- Entering into an access agreement does not commit WBC to
purchasing services through this framework, or preclude other
routes to market if deemed appropriate.
- However, if the framework is deemed to be an appropriate route to
market, having entered into the access agreement will enable us to
proceed efficiently if required.
