Following the decision of the Executive on
12th November 2024 to delegate authority to the Joint Strategic
Director of Housing, Communities and Environment, the Joint
Strategic Director of Housing, Communities and Environment has
granted:
(a) permission under the new CPRs to run a procurement process to
procure a contractor(s); and
(b) permission to award a contract(s) subject to the Council being
successful in its bid to the WH:SHF Wave 3.
And
(c) approves the Council submitting a bid to the Warm Homes: Social
Housing Fund Wave 3 under the terms of the grant scheme.
In making this decision the Joint Strategic Director of Housing,
Communities and Environment has consulted with the Joint Strategic
Director - Legal and Democratic Services and Section 151
Officer.

Reasons for the decision

The council will be making a bid to secure
grant funding from the DESNZ under the Warm Homes: Social Housing
Fund Wave 3 to deliver fabric first retrofit, decarbonisation
measures and energy generation to improve the performance of
approximately 400 of the Council’s poorest energy efficiency
performing homes.
3.2WH:SHF Wave 3 draft guidance was released in May 2024. Finalised
guidance and the announcement of the application opening window was
made on 23rd September 2024. The application window opened on 30th
September 2024 and closes on 25th November at midday. The
allocation decision is due to be made in early 2025.
3.3The works must be delivered by March 2028, with a specified
proportion of works delivered each financial year, to receive the
grant funding. The improved homes must comply with the cost caps
and overarching grant requirements.
3.4To support the delivery of the main contractor to be appointed
in time for the start of the funding decision window.
3.5We are still determining the most appropriate route to
market.
3.6The total value of the contract we seek to award may be as high
as £6.8m, including cofounding. Subject to the Council being
successful in its bid to the WH:SHF Wave 3.
