The design and build of a purpose-built cycle
‘pump’ track in the Sandy Hill area of Farnham. The
all-weather asphalt track will provide a recreational facility
suitable for people of all ages and skill levels using bikes,
scooters, skateboards or roller skates/blades. The project is a key
infrastructure project and a strategic fit given the strong public
demand and the facility’s inclusion on the IDP. The completed
facility will contribute to the Council’s Local Plan and the
track’s subsequent use by riders of all ages will highlight
its value to the public.
The project is largely being funded by Strategic CIL funding which
is in place for it subject to Planning Permission being secured for
the track by 1 April 2026.

Reasons for the decision

The pump track, which will be the only pump
track in the borough, will provide a unique leisure facility to the
residents and communities of the town, and will give people of all
ages, backgrounds and abilities the opportunity to exercise and
enjoy a safe outdoor space, ultimately promoting the health and
wellbeing of its users.

Alternative options considered

To not carry design and build the pump track
would cause huge disappointment amongst the local communities. The
project has been in the pipeline for several years now and the
public consultation during the early stages of the project received
a high response with over 1,100 respondents. 90% of those
respondents were in favour of the new facility. £110k in
Strategic CIL funding has also been secured for the project. If the
track were not to be built this funding would be
withdrawn.
