Introduce £1 parking charge from Monday
to Thursday in Farnham car parks from 1:00pm until 8.00am between
and including Tuesday 09 December 2025 to 1 January 2026 subject to
compliance with the requirements of regulation 25 of The Local
Authorities’ Traffic Orders (Procedure) (England and Wales)
Regulations 1996

Agree with Surrey County Council and Farnham Town Council to fund
the projected costs of £38,184 to be shared on the following
basis: Farnham Town Council £12,728, Surrey County Council
£12,728, Waverley Borough Council up to £12,728.

Explore options to introduce offers across Borough to support our
high streets in partnership with the town and parish councils, the
BIDs and where appropriate, as is the case in Farnham, Surrey
County Council

Reasons for the decision

To allow the 21 days’ notice period to
be completed in time for the adoption of the reduced parking
charges before Christmas, whilst the road improvement works in
Farnham are paused.

Alternative options considered

Do nothing and retain the current offer of one
afternoon ‘Free After 3’. This does not reflect the
wishes of retailers and hospitality outlets in Farnham, nor the
opinions of Surrey County Council and Farnham Town Council who both
recognise the exceptional nature of the situation in their decision
to co-fund the recommended offer.

Do something more and introduce a reduced car parking charge of
£1:00 from 1pm – 8am across all car parks in Farnham
from Monday – Thursday following the statutory 21 days’
notice period between and including 9 December 2025 to 1 January
2026. This is not in complete alignment with the offer agreed by
Farnham Town Council, however, the offer will still be in place,
albeit for a shorter period, to support the Christmas trade and
Waverley would not have breached the Local Authorities’
Traffic Orders (procedure) (England & Wales) Regulations 1996.

Do something and introduce a reduced car parking charge of
£1.00 from 1pm – 8am across all car parks in Farnham
from Monday to Thursday from 24 November – 24 December 2025
in line with the original discussion between stakeholders. This
would be a breach of the Local Authorities Traffic Orders
(procedure) (England & Wales) Regulations 1996 and therefore is
not recommended.

Do more and offer free parking during this period in the town. This
will create a greater financial challenge for all three Councils.
In addition, there is the risk of spaces being occupied by other
users such as commuters and workers. As there will be no
‘transactions’ it will also be impossible to evaluate
the success of the scheme.
