The economic
development service has had a contract with Place Informatics since
2023, following a tender process. This contract monitors footfall
data in our high Streets using mobile cell data and
modelling.
This information is made available in the public domain, sent to
key partners monthly and the wider public bi-annually.

Reasons for the decision
WBC's contract enables monitoring with like
for like data over a time period. This information has been used
for assessment of the impact of roadworks such as the FIP, success
of events and maintaining a contract with the same data set allows
robust comparisons over time. This contract extension for three
years, at a reduced cost, supports understanding of the health of
our high streets.
The three business improvement districts pay for additional spend
data and dwell time. Haslemere does not. Having data for the entire
borough provides a clearer picture.
Alternative options considered
An option for footfall data is to use on
camera, this is not as accurate in creating a picture. Place
Informatics also provide data from their other towns for
comparison.
