That the Executive resolved to endorse the
content of this report and recommend to the Full Council meeting on
27 January 2026:
 

·        
That Full Council approves the allocation of the supplementary
budget of £481,880 to complete the delivery of the homes
across the five sites in Chiddingfold, to be funded as follow -
o  
£241,990 from Commuted Sums
o  
£239,891 from borrowing
 

·        
That, strictly subject to Full Council approving the allocation of
the required supplementary budget, the Executive resolves to:
 

·        
Approve a virement of £150,000 from the existing New
Development Contingency budget
 

·        
Delegate to the Strategic Director of Economy, Planning and Place
the authority to vary the contract with Feltham Construction
Limited to the extent they consider necessary, together with other
such contracts and legal agreements connected with the delivery of
the Chiddingfold new build project, in compliance with Procurement
Procedure Rules, the Council’s Constitution and within the
approved supplementary budget (as revised under recommendation
2.1.2.)

That should external funding be secured from the Homes England
Affordable Homes Programme the Executive endorses the approval to
become an Investment Partner and the utilisation of the funding in
order to replace the need for the allocation of budget from the
Housing Revenue Account Reserve.
