Outline planning application with all matters
reserved except for access for the erection of up to 70 homes
(including affordable housing), new vehicular access, associated
parking and landscaping following demolition of existing Bridian
Farmhouse and associated outbuildings (as amended by layout
plan).
RESOLVED that
Planning permission be REFUSED for the
following reasons
Impact on Waste Water
The proposed development would result in an
increased demand for waste water facilities in an area where the
existing infrastructure is insufficient to accommodate the needs of
new development. It has not been demonstrated that the required
upgrades to the network infrastructure can be undertaken to serve
the development and that the development would not result in a
detrimental impact to the water infrastructure for existing
residents and users. The proposal is contrary to Policy ICS1 of the
Waverley Local Plan (Part 1) 2018, Policies DM1 and DM3 of the
Waverley Local Plan (Part 2) and the NPPF.
Lack of S106 contributions
In the absence of a Section 106 Agreement to
secure the provision of a healthcare contribution, highway
infrastructure, mitigation and contributions and suitable
management arrangements for the public realm areas in the site, the
proposal fails to mitigate the impacts of the development and
ensure that the development is provided with the necessary
infrastructure to create a sustainable community, contrary to the
requirements of Policies ICS1 and ST1
of the Waverley Local Plan (Part 1) 2018, Policy ANP TT1 of the
Alfold Neighbourhood Plan 2023 and the NPPF.
Lack of Affordable housing
In the absence of a Section 106 Agreement to
secure the provision of policy compliant affordable housing the
proposal fails to create a sustainable, inclusive and mixed
community, contrary to the requirements of Policy AHN1 of the
Waverley Local Plan (Part 1) 2018, Waverley’s Affordable
Housing Supplementary Planning Document Update, March 2023 and the
NPPF.
