RESOLVED that:
 
It was recommended that
Council:

Agree a 2.99%
increase in the Band D Council Tax Charge for 2026/27 with
resultant increases to the other council tax bands;

Agree (a) to a
general inflationary increase to Fees and Charges for 2026/27
(except for car parking charges and some limited other exceptions)
as proposed in Appendix 4.1, (b) the increase to car parking
charges as proposed in Appendix 4.2 with the following
amendments

That, following an
evaluation of the evening charge pilot schemes, the following
charge would be introduced: "An Hour Lasts All Evening" Costing
visitors £1:40 to park from 5:30pm to 8:00am. The offer
applies from Monday to Thursday only.
A 1 year trial for
free parking for Blue Badge Holders throughout Waverley, to be
funded from the reserve established at Appendix 6 and subject
to an Equality Impact Assessment and a Traffic Regulation
Order. 

Approve a 4% increase
be applied to garage rents, which is in line with the wider Council
policy on fees and charges;

Approve the General
Fund Budget for 2026/27 as summarised in Appendix 2, incorporating
the baseline net service cost variations detailed at Appendix 1 and
Appendix 3;

approve the General
Fund Capital Programme as detailed in Appendix 5;
Agree to continue the
Council’s existing Council Tax Support Scheme at the current
levels.
