Guildford Borough Council to outsource their housing tenancy fraud function to WBC under a direct award contract through delegated decision by the Director of Housing.

Reasons for the decision

Through pooling of resources Waverley Borough Council can benefit from a larger and more resilient team. Guildford Borough Council can benefit from in house knowledge, expertise and direct monitoring from Director of Housing.

Alternative options considered

Option 1: Remain as is
Option 2: Expand in house teams separately within Guildford and Waverley Borough Councils. They will not get the benefit of pooling of resources.
Option 3: Guildford and Waverley Borough Council to create a joint housing fraud team with 2 officers who are Waverley and Guildford only for separate functions. Rejected due to data issues.
Option 4: Guildford and Waverley Councils to create a joint housing fraud team. This was considered but alternative governance route decided with legal colleagues.
Option 5: Contract out externally: less responsive, no in house knowledge and no internal monitoring benefits
