Decision

A decision has been made to award a contract to M Group for the rewiring of the car park electrical infrastructure, including all necessary trenching, ducting, excavation, reinstatement, and associated civil engineering works required to complete the project.
The works will upgrade and replace the existing electrical infrastructure within the car park, ensuring a safe, reliable, and compliant electrical network capable of supporting current and future operational requirements. The project will also improve the resilience of key parking assets and reduce the risk of service disruption.
The contract has been awarded at a value of £100,000 excluding VAT and will commence on 9 July 2026, with a completion date of 30 November 2027. The contract period allows for the planning, delivery, testing, commissioning, and completion of all associated works.
The award of this contract will ensure that the necessary infrastructure improvements are delivered to maintain the efficient operation of the car park and support the long-term management of the facility

Reasons for the decision

Following a competitive quotation exercise, three suppliers submitted proposals for the rewiring of the car park electrical infrastructure and associated trenching works. M Group submitted the bid that demonstrated the best overall value, taking into account cost, technical capability, relevant experience, and ability to deliver the specialised works required.
The project involves specialist electrical and civil engineering works within an operational car park environment, requiring a contractor with the appropriate expertise, resources, and track record to undertake the works safely and efficiently. M Group demonstrated a clear understanding of the project requirements and provided confidence in their ability to deliver the works to the required standard and within the project timescales.
The contract award therefore represents the most economically advantageous option and delivers best value for money whilst ensuring the necessary infrastructure improvements are undertaken by a suitably qualified and experienced contractor.

Alternative options considered

all other options exhausted lights repaired and replaced where needed but wiring is over 30years old and needs repair.
