Decision

The Council will make available a number of mobile phones to residents experiencing digital exclusion, subject to an application and eligibility verification process.
The devices have previously been used for corporate purposes but are no longer required and have been securely wiped and restored to factory settings.
This is part of the council's wider efforts around digital accessibility and inclusion, removing barriers for those in need to access our online services with confidence.

Reasons for the decision

Repurposing these devices will support the Council’s digital inclusion objectives by improving access to digital services for eligible residents, while also contributing to the Council’s sustainability goals through the reuse of existing equipment and the reduction of electronic waste.
This approach ensures our work with the National Databank scheme (SIM cards) provides a comprehensive digital inclusion offering for those most in need of support within our community.

Alternative options considered

Purchasing new devices to provide through the scheme - this would involve additional cost and procurement.
