delegating authority to the Executive Head of Planning Development
to add relevant Local Plan and Neighbourhood Plan
policies  .

‘The alignment of the fencing
and hard surfacing would be visually intrusive within the street
scene introducing a harmful feature out of keeping with the area.
Further it has not been demonstrated that there are special
circumstances that justify this development in the green belt. The
proposal is therefore contrary to policy and the
NPPF’.

in the Green Belt. The proposal is therefore contrary to
Policy RE2 of the Local Plan (Part 1) 2018, Policy DM4 and DM14 of
the Local Plan (Part 2) 2023, Policy ND5 of the Witley
Neighbourhood Plan AND paragraphs 149 and 150 of the NPPF
(2021).
