Purpose

The report outlines the rationale for appropriating general funds sites to the HRA to provide new council housing.

Decision

RESOLVED:

a)    To note that Horeham Flat Farm and Broomey Lodge are surplus to the operational requirements of their current service area(s) but are not surplus to the Council’s wider functions.

b)    Approves the appropriation of the above sites from the General Fund (GF) to the Housing Revenue Account (HRA) pursuant to the Council’s housing functions and for the purpose of facilitating the delivery of new social housing.

c)     Delegates authority to the Director of Governance and Corporate Services and the Director of Place to take all necessary steps required, at the appropriate time, to give effect to the appropriation of the above sites and their transfer from the GF to the HRA at the prevailing social housing Red 25/02 Page 265 NOT FOR PUBLICATION Agenda Item 12 Book valuation, including authority to approve minor amendments to the site boundaries.

d)    Subject to the appropriation of Horeham Flat Farm to the HRA and the proposed scheme being capable of delivery within the HRA’s approved budget, approves the proposed residential development of the site as set out in this report and delegates authority to the Director of Place to approve and enter into all necessary legal agreements, consents and/or arrangements required to facilitate the development and delivery of the scheme.
