Purpose

This report is seeking approval of the Change Request for scope/funding transfer.

Decision

1. 1  The transfer, of the outturn cost of the works as set out in Appendix 1: Dudley Town Centre Interchange Connectivity Package - Change Request, of City Region Sustainable Transport Settlements funding allocated for the Dudley Council 'Dudley Interchange Sustainable Connectivity Package', to West Midlands Combined Authority (WMCA) for delivery of the works on Trindle Road was approved.
2. 2  The WMCA delivery of the Trindle Road works and associated modifications required to the St Joseph Street/Trindle Road junction, which provides the primary access for the bus station, delivered under the main Dudley Interchange contract were approved.
3. 3  The delegation of the decision to progress the scheme (including any contractual arrangements) as outlined in the report to the Director of Delivery - Transport Portfolio subject to 1] Value for money remaining in line with the tolerances set out in the report and 2] the overall cost of the works remaining within the budget available was approved.

This decision was subject to the following condition:

•          The Business Justification Case is developed and submitted into the Programme Assurance & Appraisal team within the next 2 months to ensure a full Single Assurance Framework Assurance & Appraisal review can be undertaken on the wider scope of this project.
