Decision

That the MCA Director of Place:

1)     approves entering a Funding To Agreement with Network Rail, under which the West of England Combined Authority will provide a £200,000 contribution towards the purchase of Hostile Vehicle Mitigation measures required to bring the Bristol Temple Meads Eastern Entrance into service. Noting, Network Rail will subsequently transfer this £200,000 contribution to the University of Bristol (UoB) for this purpose.

The £200,000 contribution will be funded from the Homes England funded GFA Eastern Entrance budget, which is held by the Mayoral Combined Authority. There is sufficient contingency within this budget to afford the £200,000 without the need to change the Anticipated Final Cost.

In addition, Homes England has formally confirmed that the HVM contribution can be met from the GFA subject to being subsidy compliant. This has now been confirmed by Sharp Pritchard (SP) and the subsidy letter prepared by SP and submitted to Homes England.
