Purpose

In April 2022 the Government
confirmed that the County Council would be awarded c. £17.4m
to deliver some of the ambitions in its Bus Services Improvement
Plan (BSIP).
 
The spending priorities were
set out in January 2023 in the
Bus Services Improvement Plan/Enhanced Partnership Spending
Planand updated in October 2023 in the
revised Enhanced Partnership Spending Plan.
 
Variations to the spending plan
are required, in addition to the inclusion of additional BSIP
revenue and capital funding, in order to continue to support the
priorities. 

Decision

The Cabinet Member for Highways and Transport
has agreed to –
 
(1)approve the new BSIP grant
allocation of £4.716m capital and £4.536m revenue,
totalling £9.252m and reallocation of £2.311m current
capital and £3.181m revenue funding, totalling £5.492m
towards the priorities in the Enhanced Partnership Spending Plan as
set out in section 2 of the report and Appendix 1;
 
(2)approve the commencement of the
procurement process and authority to award by the Assistant
Director (Highways, Transport and Planning) of the contracts for
the schemes, in accordance with the evaluation and tender
requirements described and within the financial parameters, set out
in the report and Appendix 1; and
 
(3)delegate authority to the
Assistant Director (Highways, Transport and Planning) to make any
adjustments to the Revised Enhanced Partnership Spending Plan, in
consultation with the Cabinet Member for Highways and
Transport.
