Purpose
The County Council has a
statutory duty to provide sufficient school places for all children
who need a place. St Philip Howard Catholic School is a 6 form
entry (6FE) 11-18 Secondary School with a 6th form. The school has
grown in recent years to meet the demand for places which has led
to the requirement for more teaching and administrative space, as
well as washroom facilities.
In January 2022, the Assistant
Director of Property and Assets approved the passporting of
£970,000 of received Section 106 Agreement funds to St Philip
Howard Catholic School to enable delivery of a new 8 class teaching
block and associated administrative and toilet
facilities (Decision
OKD40(21/22) refers). In February 2024 a
change request to increase the budget allocation for the project by
£0.386m to a revised total of £1.356m was approved by
the Assistant Director (Property and Assets) in accordance with the
County Council’s capital governance processes.
Following completion of the
procurement exercise, determination of the planning application and
requirement to increase mechanical and electrical and drainage
requirements to support the new building, a further increase in
budget is required to enable the works to be completed. Therefore approval is sought to allocate the
required additional funding and agree the total revised budget for
this project.
Decision
The Assistant Director (Property and Assets)
has approved the passporting of £0.223m of additional
received Section 106 Agreement funds to St Philip Howard Catholic
School, in accordance with the relevant Section 106 Agreements, to
fund the work outlined in Section 2.1 of this report. When combined
with the previous increased funding allocation the cumulative
change from the originally agreed budget is £0.609m. This
increase would bring the total budget for this project to
£1.579m.
