Purpose

In December 2024, the
Government confirmed that the County Council would be awarded c.
£9.3m (known as BSIP4) to continue to support the priorities
in its Bus Services Improvement Plan (BSIP).
 
The spending priorities for
previous BSIP grant awards were set out in January 2023 in the

Bus Services Improvement Plan/Enhanced Partnership Spending
Plan and updated in October 2024 in the
revised Enhanced Partnership Spending Plan.
 
In June 2023, the Assistant
Director (Highways, Transport and Planning)
awarded a contract to VIX Technology Ltd for the purchase of
255 Real Time Passenger Information (RTPI) screens as part of
Tranche 1.
In April 2024, the Assistant
Director (Highways, Transport and Planning)
awarded a contract for Tranche 2 to VIX Technology Ltd for the
purchase of 166 Real Time Passenger Information (RTPI) screens as
part of Tranche 2.
In February 2025, the Cabinet
Member for Highways and Transport
approved the new BSIP grant allocation towards the priorities
in the Enhanced Partnership Spending Plan and delegated authority
to the Assistant Director (Highways, Transport and Planning) to
undertake the procurement process and award contracts.

purchase of a third tranche of RTPI screens.
 

Decision

The Assistant Director (Highways, Transport
and Planning) has approved the award of a a third call-off contract
to VIX Technology Ltd using the Hampshire County Council Framework
Agreement for a total of 128 units, with a value of
£980,736.00.
