Purpose

The provision of professional
client support is critical to ensuring the County Council can meet
its statutory duty to maintain the highways and to ensure that, in
constructing or structurally maintaining roads, the authority takes
such measures as appropriate to ensure contractual compliance and
value for money.
 
The framework contract awarded
for these services in 2022, is due to end in January 2026, and a
new framework is required.

Decision

The Cabinet Member for Highways and Transport
has authorised the procurement of a framework contract for
professional client support (highways and transport). The framework
contract will be let for a term of 8 years with no extension, to
commence by 7 January 2026; and
delegate authority to the Assistant Director
(Highways, Transport and Planning) to award a new framework
contract for professional client support (highways and transport)
at the end of the procurement process, in accordance with the
evaluation and tender requirements described and within the
financial parameters set out in the report.
