Purpose

The County Council provides a range of Housing
Related Support services in accommodation-based settings to young
people aged 16-25-year-olds that are either care experienced or at
risk of homelessness.
 
These services were procured for young people
in 2019 and the contracts subsequently
extended in 2022. A 12-month Direct Award was
approved for existing providers for the period of 1st October
2024 – 30th September 2025 whilst work to redesign the
service was undertaken, with the intention of procuring a new
service on completion of the redesign.
 
Co-production work has been ongoing in
partnership with District and Borough Councils to redesign the
future delivery of services to support young people including
16-25-year-olds that are either care experienced or at risk of
homelessness. However further co-production work is necessary to
finalise the re-design before commissioning can commence.

Decision

The Executive Director of Children, Young
People and Learning has approved the direct award of contracts to
existing providers, as detailed in paragraph 2.2 of this report,
for the delivery of Housing Related Support Services for
16–25 year-olds for a further 12 months until 30 September
2026.
