Decision

In July 2025 the Cabinet Member for Children,
Young People and Learning approved the commencement of two
procurement processes for the provision of a Primary Phase school
meals service (decision CYPL03(25/26) refers) . The aim was to
procure two contracts, one for schools who have finishing kitchens
on site and one for schools who do not have such facilities and
require a delivered in hot meals service. As part of the decision
the Cabinet Member also delegated authority to the Assistant
Director (Education and Skills) to award the contracts to the
successful provider/s.
The procurement process has now concluded, and the Assistant
Director (Education and Skills) has approved the award of two
contracts as follows: -

(1) A contract to ISS Mediclean Limited for Primary Phase Catering
for Schools with Finishing Kitchens for the initial period of 7
years, which is due to commence on 1 August 2026, with the
potential to extend the contract for up to 3 additional years. The
value of this contract award is around £14m per annum.

(2) A contract to the Easy Lunch Company Ltd for Primary Phase
Catering for the provision of delivered in hot meals, for the
initial period of 7 years, which is due to commence on 1 August
2026, with the potential to extend the contract for up to 3
additional years. The value of this contract award is around
£1m per annum.
