Decision

In 2022 a Framework was established to support
the commissioning of short breaks to enable children and young
people with additional needs and disabilities to try new
experiences, both with and away from their siblings and parent
carers. Short breaks can also give parent carers a break from their
caring role.

The Short Breaks Open Framework is divided into 3 Lots and has a
maximum term of 7 years. Contracts for Lot 1 on the Framework, the
provision of Family Activities, commenced in April 2023 and will
expire on 31 March 2026. Under the terms of the Framework a
commissioning process has been undertaken to secure contractors for
Lot 1 for the remainder of the Framework’s duration.

The Executive Director of Children, Young People and Learning has
approved the award of contracts for Lot 1 of the Short Breaks
Framework to the providers listed in table 1 in section 2 of this
report. The contracts will commence in April 2026 for two years,
with the potential to extend for a further two years to align with
the maximum duration of the Framework.
