Purpose

The Office for Health
Improvement and Disparities (OHID) is part of the Department
of Health and Social Care and focuses on improving the
nation’s health and reducing health disparities. On the 18
December 2024 OHID provided confirmation of additional indicative
funding for the Drug and Alcohol Treatment and Recovery Improvement
Grant 2025/2026. This grant combines four funding
streams:
 

Supplementary
Substance Misuse Treatment & Recovery
Housing
Support
Inpatient
Detoxification
Rough Sleepers Drug
and Alcohol Treatment

 
This funding will be used
to:
 
1.  
Supplement the current main Substance Misuse Service
contract to increase access to treatment and recovery and improve
quality of provision
2.  
Enhance the Council’s recovery offer including
move on from recovery housing, supporting people who are or at risk
of rough sleeping to access accommodation and treatment
services
3.  
Support improved access to treatment services for
people with a housing need, leaving hospital and people with an
alcohol related brain injury.
4.  
Provide Family Reconnection work to sustain people
in accommodation and support recovery from drug and alcohol
use.
5.  
Enhance expert by experience work and the voice of
lived experience to inform service delivery.
 
The Cabinet Member for Public
Health and Wellbeing will be asked to delegate to the Director of
Public Health; commissioning activities related to this funding,
including the launch of any necessary procurements.
 

Decision

The Cabinet Member for Public Health and
Wellbeing has approved the delegation of authority to the Director
of Public Health to undertake the commissioning activity set out in
section 2 of this report, within the terms and conditions of the
grant.
