Purpose

West Sussex County Council
received an application for a new Traffic Regulation Order (TRO)
from Southbourne Parish Council, expressing concern for access and
highlighting parking issues within The Crescent at the junction
with A259 Main Road, Southbourne. The application was for parking
restrictions in the form of double yellow lines, to be implemented
at the junction with A259 Main Road. The Parish’s application
provided evidence of resident support, as well as demonstrating
support from Chichester District Council’s Waste Collection
Services, who advise of manoeuvring difficulties at the
junction.

Sussex Police and the local
member Cllr Andrew Kerry-Bedell supported the proposal which was
subsequently revised after considering the consultation
responses.

The proposed restriction was
advertised between 6 July 2023 and 27 July 2023. Nine objections to
the proposed scheme were received, along with support from the
Water and Access Manager, West Sussex Fire & Rescue Service.
All representations and the County Council’s responses are
summarised in Appendix B.

Decision

The Cabinet Member for Highways and Transport,
having considered the objections to the proposals, authorises the
Director of Law and Assurance to make a revised version of the
Traffic Regulation Order (as set out in section 2.3 of the report)
and for the amended restrictions to be implemented.
