Purpose
West Sussex County Council
(WSCC) has a contract with Essex Cares Limited (ECL) for the
provision of Community Reablement Services (CRS). Reablement is the
term to describe services to support residents following a change
in ability, most likely due to a medical condition or episode. A
CRS is essential to prevent people requiring longer term support,
enabling people to retain/regain independence and remain at
home.
The contract with ECL is due to
end on 30 November 2023. It is proposed that a further contract be
awarded to ECL to continue to provide the CRS for a further 16
months (until 31 March 2025). This will allow the transformational
work around reablement, recovery and rehabilitation that is being
undertaken through the Integrated Intermediate Care (IIC) model of
care by WSCC in partnership with NHS Sussex ICB to be fully scoped
and developed offering potentially significant operational and
financial benefits. A new procurement of the re-modelled service
can then follow.
Decision
The Director of Adults and
Health has approved the award of a new contract to Essex Cares
Limited to provide the Community Reablement Service for a further
16-months. The currently expected value of the contract between 1
December 2023 and 31 March 2025 is a maximum of
£6.421m.
