Purpose

Tactical diversion routes can
be used for unplanned emergency purposes (incidents), or for
planned works (e.g., overnight maintenance).
 
On 1 June 2023, National
Highways agreed to provide funds for the County Council to carry
out extensive improvements to the directional signage along the
tactical diversion routes associated with those sections of the M23
that lie within West Sussex.
 
The funding for this project is
in place until 31 March 2025.
 
The aim of the project is to
improve the tactical diversion route signage around junctions 9,
10, 10a and 11 of the M23. Improvements will be made to other
signage where the work can be undertaken whilst traffic management
measures are in place for the planned diversion route
works.

Decision

The Cabinet Member for Highways and Transport
has –

 

(1)    
approved the addition of £627,500 from National Highways to
the capital programme to fund identified traffic sign improvements
on the A23, A24 and A264, as set out in section 2 of the report;
and

 

(2)    
delegated authority to the Assistant Director (Highways, Transport
and Planning) to –
 
a.    
make all necessary preparations to carry out traffic sign
improvements on the A23, A24 and A264 on behalf of National
Highways, in accordance with the County Council’s statutory
duty under the Traffic Management Act 2004 to ensure the
expeditious movement of traffic on their road network and those
networks of surrounding authorities; and
 
b.    
procure the construction contractors and award the contract for the
scheme from the approved list of contractors on the County
Council’s Highways Construction Frameworks.
