Purpose
In April 2022, the Department
for Transport (DfT) confirmed that the County Council could be
awarded £17.4m to deliver some of the ambitions in its
Bus Service Improvement Plan (BSIP).
In January 2023, the Cabinet
Member for Highways and Transport
approved the inclusion of £11.98m in the capital budget
for delivery of ambitions in the BSIP, and delegated authority to
the Assistant Director (Highways, Transport and Planning) to
undertake the procurement process and award contracts.
This report concerns the
Traffic Signals Bus Priority Upgrades Programme (‘the
Programme’) which is to be delivered as part of the BSIP. The
Programme will upgrade 20 ‘priority location’ junctions
(see Appendix A) to provide signal priority to buses over other
road users. The Programme will commence September 2023 and complete
in March 2025.
The Programme is funded by a
£1.2m capital allocation, underwritten entirely by a DfT
grant. On 1 August 2023, the County Council received funding of
£0.6m from the DfT, sufficient to deliver Phase One (23/24)
of the Programme. Phase Two funding (24/25) is programmed to be
received at the same time in 2024.
Decision
The Assistant Director (Highways, Transport
and Planning):
has awarded the contract for the
Traffic Signals Bus Priority Upgrades Programme (Phase One 23/24)
(see Appendix A), up to the value of £0.6m, through the
current ten-year Traffic Signals Maintenance Contract, with award
of work for the Programme to contractors Telent Technology Services
Limited; and
will award the contract for the
Traffic Signals Bus Priority Upgrades Programme (Phase Two) (see
Appendix A) up to the value of £0.6m, through the current
ten-year Traffic Signals Maintenance Contract, with award of work
for the Programme to contractors Telent Technology Services
Limited, subject to reconfirmation of Phase Two BSIP funding from
the DfT.
