Purpose
A School Street trial is a
temporary restriction prohibiting motor vehicles from entering the
road directly at the school gates at drop off and pick up times
with the aim of reducing vehicle movements and nurturing confidence
in walking and wheeling.
The proposed trials align with
the County Council’s and Active Travel England’s
ambitions.
A trial period will run from 4
September 2023 until 4 March 2024 at Swiss Gardens Primary School
in Shoreham, Arundel CofE Primary School in Arundel, and Thomas A
Beckett Junior School in Worthing.
The Cabinet Member for Highways
and Transport will be asked to approve the implementation of three
Experimental Traffic Regulation Orders for the above
schools.
Decision
The Cabinet Member for Highways and Transport
has –
(1)approved the introduction of
three trial ‘School Streets’ at Swiss Gardens Primary School in
Shoreham, Arundel CofE Primary School in Arundel and Thomas A
Beckett Junior School in Worthingfrom 4 September 2023
until 4 March 2024.
(2)approved the implementation of three
Experimental Traffic Regulation Orders at the above schools,
the effect of which will be temporary motor vehicle restrictions
for school traffic and through traffic at the start and end of the
school day during term time but maintaining access for
residents. The ETRO will continue until
the end of the trial which will be a minimum of 6 months up to
maximum of 18 months, whichever is sooner and will depend on
whether the desired outcome has been achieved.
(3)delegated authority to the
Director of Law and Assurance to approve the necessary legal
procedures, including advertising the Council’s intention to
implement the Order; and
(4)delegated authority to the
Assistant Director (Highways Transport and Planning) to introduce
further ‘School Streets’ trials.

– update
This School Streets decision is about three
schemes starting on 4 September and the decision has cleared
call-in.
Unfortunately, one school was incorrectly
named in the decision as Thomas A Beckett INFANT school, and it
should have said Thomas A Beckett JUNIOR school. This has been
amended in the above decision.
The Director of Law and Assurance has advised
that he does not consider the error to be so material as to require
the rescinding of the decision and its replacement with another
that needs to go through the approval and call-in process, and it
would not be appropriate to impose any additional delay.
Section 2.4 of the report, Appendix 3 (the
detailed plan) and
Appendix 4 (stakeholder list) do correctly name the Thomas A
Beckett Junior School and consultation and engagement has been
undertaken with the Junior School.
