Purpose
The Council has an existing
contract that provides an all age, county wide service working with
people who misuse alcohol and drugs. Provision of drug and alcohol
services is a non-prescribed function of the Public Health Grant.
The Public Health grant allocation requires a commissioned
substance misuse service (drugs and alcohol) for residents based on
local need.
In addition, the Council
commissions residential detoxification and rehabilitation services
for people using alcohol and/or drugs.
The current services were
procured in 2016 for an initial term of 5 + 2 years with an end
date of 10th May 2023 and 7th June 2023 respectively. Following a
compliant procurement process, this report seeks to award the
contract from 1 October 2023 for an initial period of 5 years with
the option to extend for up to 2 further years. The total estimated value of the Contract to the
Council over the whole of the potential 7-year period is
£38.5m.
Decision
The Cabinet Member for Public Health and
Wellbeing has approved that:
(1)The contract is
awarded to Change Grow Live Ltd (CGL) as the successful bidder to
deliver the Substance Misuse service and provision of Residential
Services (Detoxification and Rehabilitation) in West
Sussex. The new contract will commence
on 1 October 2023 for an initial period of 5 years with the option
to extend for up to 2 further years.
The total estimated value of the Contract to the Council over the
whole of the potential 7-year period is £38.5m
(2)Authority is
delegated to the Director of Public Health to approve the option to
extend for up to two further years if delivery and performance of
the contract is satisfactory and it continues to provide value for
money.
