Purpose

Approve revenue support funding for Arriva Yorkshire to ensure bus network continuity during 2026 to prevent network reductions and ensure the March 2024 baseline network is maintained.

Decision

To approve the provision of revenue support funding to be paid to Arriva Yorkshire Bus Company to ensure bus network continuity during 2026 to prevent network reductions and ensure the March 2024 baseline network is maintained.

This is a Mayoral Function Key Decision and has been delegated from the Mayor to the Chief Executive for the purposes of allowing officers to execute the funding agreement without the need for further political oversight. The Mayor gave written approval to allow the delegation to occur.

The decision was taken following Franchising and Transport Board (an officer decision making board of the Combined Authority) on 06 July 2026. Officers considered the options available and as presented in the decision record and accepted the preferred option of a balanced funding settlement in respect of the agreed level of funding reached through negotiation with Arriva Yorkshire and the benefits derived from agreement of the grant funding arrangement.
